It depends on where the car was built and whether you are visiting or moving. Under the UK–EU Trade and Cooperation Agreement a car of proven UK or EU origin clears at 0% duty — the V5C is the usual evidence — while a car built elsewhere and merely registered in the UK does not qualify.
